Hi!…. not sure if you have seen this appeal before but it is for a young paralysed dog in Serbia called Farah.. she was taken into foster from a shelter once it was discovered she was actually pregnant! she deliverd 2 pups, one of whom survived and is now 45 days old. Farah is not doing so great tho and desperately needs a home.

This is the latest email I have recieved from Boban…..

Hi Kerry,can you please put information about Farah on your facebook page. Her puppy is almost 45 days old, and soon we will be looking for new home for him. Silke could not take Farah and puppy when she planed and Farah is still at my friend home. My friend was out of town for a weekend and I went to feed her.

She is not in a good condition, but at least it is better then shelter. She lost weight, muscles on back legs atrophied, and wheelchair we found for her is much to big now. So, please post information about her again, I know that chances to find her a home are slim, but I am very afraid for her future if something don’t come up.

We are not asking the world; simply that the Serbian government and authorities make much more attempt to enforce existing Serbian nation legislation relating to the treatment of stray animals; a law which states that animals should be protected and not killed.

Showing the ‘enforcement of the national rule of law’ is a fundamental requirement that any future EU members states (seeking accession) should show.  Serbia wishes to join the EU but is not enforcing its laws with regard animal welfare.

EXPOSED – THE KILLER VET OF NOVI SAD

This is Veterinarian Nicholas Mišljenović.

Question – What is the aim of a veterinarian ? – to save animals lives and help them in their time of most need ?

WRONG; for some Serbian veterinarians such as Mišljenović.

This man is now exposed as the veterinarian who kills 3,000 to 4,000 cats and dogs every year in the Serbian city of Novi Sad (NS).

The unfortunate stray animals which are caught on the NS streets are held for only three (3) days before they are killed by this man.  This is in direct contravention to existing Serbian legislation since the end of 2005; please see the SAV link from January 2010 below.

For further detailed information relating to the decision by the Serbian Constitutional Court  that from 02/10/2005, the killing of stray dogs and cats in Serbia is forbidden; see our old post from January 2010:

All that can be said about this situation is that it very typical throughout Serbia.  Serbian government and authorities do NOT make any attempt to enforce existing nation laws when it comes to animals and animal welfare.  The system is corrupt and those involved with ignoring the enforcement of national legislation are also corrupt.

None of these veterinarians are up to date with the current legislation for animals, despite it being in existence since 2005, and neither do they want to be up tod ate, because they are still making money out of undertaking illegal activities.

As can be shown in the article and the photographs, T-61 is still being used to kill the animals after three days.  Under Article 7, the Law for Animal Welfare, the killing of stray dogs and cats is forbidden.  T-61 has been banned from use in several countries, as it causes respiratory paralysis – the unfortunate animal, when injected, experiences suffocation as the lungs become paralysed and cannot function.

Article 15 of the Law for Animal Welfare states that it is ONLY LAWFUL to euthanise dogs or cats if they have an incurable illness or in the final stages of an incurable disease.

Below is the text of an excellent investigation just completed by Serbian Radio 021.  Their investigation lifts the lid on the killing of stray animals in Novi Sad.

Copies of this article will now be sent to contacts SAV have within the EU Legal Affairs department of DG SANCO, as corruption and non compliance with the enforcement of national legislation are two issues that the EU does not wish to see.  Serbia wishes to become an EU member state, but with its own inability to enforce (Serbian) national animal welfare legislation some six years after it was legally introduced; and which has been validated by the Constitutional Court of Serbia, it could be said that it is better if Serbia continues to remain outside of the EU.

Sa druge strane, predsednica Udruženja za zaštitu zivotinja Novi Sad,Lana Đorđević navodi da oni sumnjaju da se iza zatvorenih vrata uhvaćeni psi ipak ubijaju na nehuman način.On the other hand, the president of the animal protection Novi Sad, Lana Đorđević said that they suspect that behind closed doors still caught killing dogs in an inhumane way.

“Ja sam pre nego što smo registrovali udruženje putem elektronske pošte tražila dozvolu da uđem u šinteraj,odgovor je bio da će mi javiti kada preduzeće to odobri.Naravno,to se nikad nije dogodilo. Šta drugo,nego da posumnjam da se tamo dešavaju neke stvari koje žele da sakriju od javnosti.”,kaže ova aktivistkinja za prava životinja. “I am before we register the organization via e-mail asked for permission to enter the pound, the answer was to tell me when to odobri.Naravno company, it never happened. Veterinar Mišljenović ipak tvrdi da se sve životinje eutanaziraju sredstvom T-61 i da za to postoje dokazi, kao i da su spekulacije da se za ubijanje koriste motke ili deterdžent neosnovane i predstavljaju atak na veterinarsku profesiju i etiku.Veterinarian Mišljenović still hard to euthanize all animals means T-61 and that there is evidence, as well as speculation that the killer used poles or detergent baseless and represent an attack on the veterinary profession and ethics. Nicholas Mišljenović, maybe now the EU should review your situation.

Your own government and authorities are incapable of enforcing national legislation which has been documented for some six years now. 

A nation showing the “Enforcement of the rule of law” is a basic requirement of EU accession (membership).  Serbia shows that it is incapable of enforcing its own national legislation for animal welfare.  Why ? – corruption or a failure of the authorities and people in government ?

Maybe time for the EU Legal Affairs department to review the case and provide us with their expert opinion.

Stray dog murdered with repeated severe stabs with a butcher’s knife

Yesterday, in broad daylight at about 10 am, an employee at the Butcher’s Shop Mega in Skopje, Macedonia, murdered a stray dog with repeated severe stabs with a butcher’s knife attached to a metal rod in front of a number of passers by.

The poor animal, covered in blood and in complete agony and shock, was dying for fifteen minutes before the eyes of the passers by, some of them children. This amiable dog which many of the local residents regularly looked after, without attacking, without even barking once at its killer, was literally butchered, stabbed through its body and severely hit against a wall by the professional butcher.

Three of the witnesses reported the case to the police which came to the spot to investigate and compiled a report. In the meantime, the butcher confessed to committing the act, explaining that the previous day that same dog had attacked his wife and child.

The witnesses contacted the local clinic and received information that no person had required medical attention for having been bitten by a stray dog.

This was a premeditated, planned murder, committed in an extremely vicious and psychopathic, devious manner unimaginable to any sane person. The act was brutal, the sight horrific. The photographs of the dead animal alone are poignant, but imagine the sight witnessed by the people who happened to be there, who saw the dog being ripped open, who heard its cries. All witnesses we have contacted are in a state of severe shock and cannot come to themselves. Some of them had been threatened to keep silent, but had nevertheless decided to talk about what they had seen and testify.

We ask for the most severe condemnation for this person, who is a threat and a potential danger to the environment, as no sane and normal person could repeatedly stab a helpless and homeless dog, listen to such cries of agony and continue butchering it in such a beastly manner. The psychiatrics has no doubts that such occurrences are horrifying, that such people pose a danger and a direct threat to their environment and should not be disregarded-it is a well known fact that serial killers start off by killing animals. We ask for a collective condemnation and the most severe punishment for the perpetrator!

Killing animals is a regular occurrence in our country, but punishments and sanctions are non existent. Animals in Macedonia are victims of brutes, both on institutional and individual level. The way a society threats its animals reflects that society, its level of civilization, humanity and awareness. Macedonia is shamefully inactive in that field, despite the numerous reactions from associations and citizens to the authorities. We insist on stricter animal protection laws and implementation of Animal Police, as the terror over animals in Macedonia is never ending daily occurrence.

LET A POSITIVE LAWFUL CONCLUSION OF THIS BRUTAL ACT MARK THE BEGINNING OF CHANGES!

SAV are pleased to inform of a major new investigation which has been undertaken by Serbian campaigners.

EPAR have now sent criminal charges to the Public Attorney of Nis city, to the police of Nis and also to the republic veterinary inspectors relating to the illegal activities of a city vet named ‘Davkovsi’ and also those of city garbage firm JKP`Medijana`.  Both the veterinarian ‘Davkovsi’ and also JKP`Medijana’ have acted in direct opposition to the Constitutional laws of the Republic of Serbia.

They have been killing animals in Nis city in direct opposition to the veterinary laws of Serbia.

Now we have documented proof to support what we say, and this data is provided below.

The following wording is used on the documentation samples given.  An English translation of terms used on the documentation are as follows:

1.      Shows the amount of T-61 which has been purchased to kill the dogs.

2.      ‘Aplikaciaja’ means the number of dogs that have been killed.

3.      `Ukupno za naplatu` is the cost that veterinarian ‘Davkovsi’ charges for him to kill the animals.  It should be noted that this continues for months, as can be seen in the investigation paperwork following.

All the costs detailed in the paperwork shown here have been paid to vet ‘Davkovsi’ by Nis city garbage firm JKP`Medijana`.

Rather than paying a veterinarian to undertake the killing of 1,148 dogs during 2009, we suggest that Nis city would have been much wiser if they had invested the same money into a program of animal sterilisation.  The current rate for male (dog) sterilisation is around 1,200 – 1,800 dinars.  Sterilisation of a female (bitch) is approximately 3,500 – 4,000 dinars.  Using the top rate figure in each case, if the same money paid to the vet for killing had been put into stray animal sterilisation, then approximately

945 MALES or 425 FEMALE dogs could have been sterilised.

The top end figures have been used here, but for mass numbers such as this, actual costs could have been reduced even more.  We suggest that around 1,000 male dogs or alternatively, 500 female dogs could have been sterilised for the same money paid to vet Davkovski for the killing of 1,148 dogs during 2009.

But further, we suggest that actually addressing the ‘problem’ of stray animal numbers in Nis city through a sterilisation programme is not to either the authorities or the vets benefit.  They need to rob the city taxpayers of money continually whilst making themselves look as if they are constantly dealing with the problem of stray animal numbers.  When you are a vet and you are being paid over one and a half million dinars every year to ‘deal’ with (ie. Kill) unwanted stray animals, why would you support an alternative scheme which really addresses the numbers and works towards a long term numbers reduction programme ?

The answer is that some vets and some of the city authorities make lots of money out of continually killing stray animals.  It is NOT in their financial interests to look at alternative methods to reduce animal numbers long term or to save the city taxpayers money by investing into such schemes as sterilisation.

The Veterinarian Oath:

“Being admitted to the profession of veterinary medicine, I solemnly swear to use my scientific knowledge and skills for the benefit of society through the protection of animal health, and to adhere to a code of conduct that ensures the relief of animal suffering,”

So much for veterinary oaths in Serbia !!!

Food for thought - From data provided by ‘SPAY USA’ we have the following:

One unspayed dog and her offspring can lead to 67,000 dogs in six years.

One unspayed cat and her offspring can produce 400,000 cats in seven years.

And so by putting taxpayers money into a city sterilisation scheme rather than a vets pocket, 945 MALES or 425 FEMALE dogs could have been sterilised in Nis city for the money paid to just one vet in 2009 to kill 1,148 dogs in Nis city.

Is this Nis City taxpayers money well spent ? – we suggest it is probably NOT !.

Further to the above cost table, despite being ordered to provide cost data evidence by the legal Commissioner, JKP`Medijana` have still not provided their information for the periods covering February to April 2009.  The costs associated with these months has still not been seen.

Serbian campaigners have undertaken obtaining all the information provided here through the correct and legal requirements of the Serbian constitution.  Information which they have a right to request and a right to be given.  JKP`Medijana` appear to be the people who are not now providing all the data / information that they have been ordered to.  Why is this we ask ? – have they something to hide ? – has the time now arrived when the actual financial costs of sticking to a killing programme for the city strays rather than investing into a long term and effective sterilisation programme now coming to the surface for everyone to see ? – including the money being made by some institutions for retaining their ‘kill’ and no alternative policy ?

The animals which have been killed over the years by the financial lust of some operators can never be returned.  They are unfortunately a part of a system in history which places money before the retention of life. 

We trust that this expose will contribute to showing the system operated in some Serbian cities and that most importantly, the taxpaying general public will learn from it; and learn that their money should be invested into ‘No Kill’ sterilisation programmes for strays; including the establishment of long term shelters for strays, as required by the (Serbian) law.

This information will be provided to the EU Enlargement Commission asking them to take account of the data provided.  We trust that SAV EU supporters will copy and send this post link to their MEP’s in order that they can understand more about what happens in Serbian politics.

Finally, we understand that veterinarian Davkovski  who has undertaken all these animal killings is a (Serbian) Democracy Party member.  His brother who we also understand is a veterinarian, is the chair of some authorities in the Nis municipality.

The Veterinary Law – Article 168 and 46.  “The kiling of strays is forbidden – they should be provided with care and not killed”.

Campaigners have now heard from the (Constitutional) Court in writing, and they say that no analysis of the case is necessary for Pravilnik 29/94 as it has been replaced by the new Veterinary Law Article 168 (02/10/2005).  This is exactly what the campaigners had said, ie. that the old ‘underlaw’ (extra law) of Pravilnik 29/94 was still being used when it fact it has been overwritten by the new Veterinary Law Article 168 of 02/10/2005.

In addition, Article 46 of the new Veterinary Law (02/10/2005) states that the killing of stray cats and dogs is forbidden and that instead they should be provided with care.

In effect, from 02/10/2005 under the Serbian Constitutional (law) Court, animals should be provided with care and not be killed.

T-61: What is it ?

“the use of T-61 is totally unacceptable. T-61 is mixture of three drugs,” Vallentine explained. “It contains a local anesthetic, a barbiturate derivative that renders the animal unconscious, and a chloroform-like agent causing muscle paralysis.

Death results from asphyxia following paralysis of the respiratory muscles. If T-61 is administered without prior analgesia, or too quickly, intense pain may result due to paralysis before loss of consciousness. 

“Because of this risk,” Vallentine elaborated, “there is disagreement amongst the veterinary community as to the acceptability of T-61. It is not accepted by the American Veterinary Medical Association and Humane Society of the U.S., and is no longer produced or licensed in the United States.

We, animal protection association from Macedonia, “Anima Mundi” address You again as the horror in Skopje continues and the mass catching and killing of stray dogs is relentless as ever in the only shelter which exists in Macedonia (the Pound Vardariste),

2. There is no record kept of killed dogs and, more importantly, we do not know what they are killed with-the City and the competent institutions hide information and have never responded to our request to present the documents for supply of substances for humane euthanasia (a request they are obliged to respond to by law);

4. The dog catchers are people with criminal history, barbarian and ruthless in their behavior, incompetent to appropriately catch and take care of the animals under any circumstances, which is supported by the reactions of many citizens who have witnessed their operation and many of whom have initiated private charges against the dog catchers; 

 5. Volunteers are still not allowed in the Pound, despite the continuous offer of support on our part;

6.  The Pound is open to the public only 6 hours a week, taking photographs of the dogs kept inside is strictly prohibited, and the overall situation is getting worse with each day;

7. The Mayor approved new employments of dog catchers, despite our strong opposition, and extended the Pound for 200% (while the number of veterinarians remained the same!)-it is evident that the intention is to speed up the elimination process, rather them to implement the CNR strategy. We are convinced that there are currently no conditions for human treatment, which is surely not even intended, supported by the fact that they refuse any cooperation with the NGO sector for protection of animals despite our open offer of assistance!!

EPAR Shelter and Slavica – Update: 26/08/10.

Today Slavica has been sent documentation in the post informing her that a decision has been made that she is not the President of Friend – EPAR, a registered  NGO for the protection nature, animal rights and human rights.

It appears that a group of some six women who have never been members of Friend – EPAR, have now attempted to appoint a new president – one Mrs. Branka Bojanin.

In order to be a member of Friend - EPAR, a person has to prove and show every year that they have been working in defence of animals.  None of these six women have been able to provide any proof of helping animals, therefore they are not current members of Friend – EPAR, nor have they ever been.

If any of these six people wanted to form an organisation which would and could help animals, then they could do it; they could form their own organisation.  It is a requirement that to establish an organisation such as this, they only need three signatures of members.

It would appear that there is an attempt to remove Slavica from this position at Friend – EPAR because she is an ‘unwanted person’ by the authorities at Subotica.  The reason for this is that Slavica is always asking the authorities why they are not complying with regulations for Serbian animal welfare, why there are so many unlawful killings of animals in the city, and many other issues relating to animal welfare in Subotica; and quite simply, the authorities do not like being brought to task in such a way and are making a pitiful attempt to remove the person who they consider to be a ‘problem’ to them.

The main reason is that money from the city which should be going to the welfare of stray animals appears to be being robbed from this cause.  Slavica has asked where the money has gone and has filed many Criminal Charges against the city authorities.  As a result, now the authorities of Subotica are trying to remove her from her influential and knowledgeable position for animal welfare legislation as the president of Friend – EPAR.

As Slavica says, “the authorities don’t like me; I know, because I do not like their unlawful actions towards animals”.

Slavica has never received any help for the care of the 1,000 dogs which she has taken in from the streets as strays at EPAR shelter.  Despite the Subotica authorities attempting to make out that Slavica is the ‘owner’ of all these stray animals, for which she would then considered as responsible for the welfare and feeding and veterinary treatments of all the dogs, Slavica is NOT the owner; these are dogs from the streets which have no owner.  Slavica is simply an animal welfare campaigner who runs a shelter called EPAR to take in and protect dogs from the street.  As she is not the ‘owner’ of the stray dogs, then the city authorities should provide Slavica with funds each year from the city budget to help the animals at EPAR shelter.

But they do not and never have helped Slavica.  She funds EPAR shelter through her own work and efforts.  And so, by attempting to classify Slavica as the ‘owner’ of the dogs in her care, the authorities do not have to give money from the city budget to Slavica.

But where does the money for stray animals in Subotica actually go ? – not to the welfare of animals for sure !

And so now, why has their been an attempt to remove Slavica from her position as the President of Friend – EPAR shelter ?

Has this been done by the authorities as some attempt to remove Slavica as the person who questions all the authorities about their actions against existing Serbian animal welfare legislation; and by saying this are the authorities now attempting to overrule conrol of Friend – EPAR so that others can take charge; others who would work with the city authorities, call in the shinters and remove and kill all of the stray, unowned dogs who live at EPAR shelter ?

What is being done here is so very typical of the approach by Serbian authorities when it comes to animal welfare.  There is none in their book apart from the killing of all animals.  Subotica city authorities are a backward, non-progressive authority who have never made any attempt to introduce a no kill sterilisation, vaccination, microchipping and identifacation policy for the strays of the city.  They are that backward that they think by killing and killing forever, they are going to reduce stray animal numbers.  This approach has been shown NEVER TO WORK anywhere in the world.  Yet when the authorities are questioned by someone such as Slavica about stray animal welfare, legislation and financial funding from the city budget; their simple answer is to attempt to remove her from her position as president of Friend – EPAR shelter.

And this is supposed to be a nation (and authorities) which wants to progress into a modern day EU.  We can assure the Subotica city authorites, if the day ever does arrive when Serbia is in the EU, animal welfare campaigners throughout the EU will use the leagal might of the EU to ask the same questions that Slavica has asked and is now being targeted for.

SAV will continue to support Slavica, the president of Friend – EPAR shelter; and we will attempt to report every happening by the Serbian authorities to put down animal welfare in Serbia at the cost of massive continued killing of innocent stray animals.

Who knows, maybe there will now be some attempt made by the Serbian authorities to silence the information being put out by SAV relating to the Serb approach to stray animal welfare – ie. Kill, kill, kill.  .  Nothing would surprise us; but for the time being, we will continue to broadcast information from here in the United Kingdom in support of our animal welfare activist friends in Serbia.

Slavica from EPAR shelter is having very big problems with the Subotica city authorities – a self appointed authority to determine what is done to stray animals in the city. SEE LINKS ABOVE for more information.

Veterinary inspectors have demanded that Slavica must have all the (stray) dogs which Slavica cares for at EPAR shelter microchipped. 

The authorities have logged Slavica’s name on the city database as being the ‘owner’ of all the dogs; even though everything she has at EPAR shelter is an animal saved from the streets and certain death.

Because her name has been put onto the central register, Slavica has been recorded as the ‘owner’ of  all the dogs.  Because of this, Slavica is obligated to pay for the care of all the dogs at EPAR shelter out of her own money; even though she has taken the street dogs of Subotica City and saved them.  The city authorities are denying that the dogs at EPAR shelter are anything to do with their financial responsibility.  Instead, they have set up the database to show that Slavica is the ‘owner’ of the stray dogs, and as the owner she is responsible for paying for all their needs; removing any responsibility from the city authorities.

When Slavica met with the Subotica authorities last week to discuss the situation, the authorities informed her that only she, as the ‘owner’, has an obligation to pay for the care of the dogs at the shelter.  By making Slavica microchip every dog at the shelter, they can now record her name on the database as the owner of the dogs.  Thus the city (authorities) have no obligation to care for them.  The authorities were very rude to Slavica at the meeting.

Slavica knows that she is not the legal owner of the dogs; they are just at her shelter being cared for – they are strays.  But if she hands any of the dogs over to the authorities then they will kill them as the city authority is very keen at breaking the Serbian law and killing animals.

The authorities are playing a very sick, dirty and non legal game.

This is what Slavica has to say in her very own words about the situation –the text is un-edited and comes directly from Slavica:

“Mark, 

This is their very perfide  and very  danger  dirty game. 

Vet inspectors have demand microchiping and vaccination all dogs or I will be punished because keeping  unmarked  dogs .I did do  and have pay .

By that way all marked dogs are under my name in Central Register of  dogs of Serbia. There are  a few who are not marked yet for now, because they ask more money and I had not . 

Now Director of vet department of Serbia , mr. Micovic  said  that I must pay all  for  care in all these  years in past and now , for everything what  was and will be  because I am owner of place  and of objects at the shelter – although I am only donator and fighter for these dog rights to live .

Mrs Matilda Seker – Chief of  Comumal Department of Subotica  and Maria Usumovic-Davcik ( there was present Adrijana Nadj our activist  too )said on meeting on 20-th August 2010., that  I must pay  everything for  keeping and  for everyhting for care dogs because I am owner because  so write in Central Register  and like  an owner  I have obligation  finance everything – But in other hand  , said mrs Matilda Seker , by new  Demand of  Comunity Subotica  - it is  in form of  Plan  for now, every owner  could  keeps only 2 dogs  and by that way  maybe I will be punished  because I have more then 2,and dogs will be killed by humane euthanasia – those 4 member Commision will make  lists for euthanasia ,  except 2 ,because I have more then 2, but  it will be  permited only 2.

By this way republic and local authorities violate animal  rights and  our human rights- they have plan kill animals and  they think that I will feel fear of them and  say ok  I will give dogs to shinters, please  just don`t punish me  - but I never will do  that .

Difference between these 2  is only  in fact that they couldn`t kill me – only punish me , but  they could kill dogs- they could ask  police assitance  if I  will not  collaborate  and if I don`t want give them dogs ,but by that way they will kill me indirectly, because I prefer  to do suicide in front of them , than give the dogs to the shinters -  because  if I give dogs to shinters by that way I  will  throw out  all dogs life and  throw out all my life mission too.

And If I be not able defend  these animals then my life is nothing and I am nothing and nobody .

After meeting ,I  have contact Ombudsman for human rights of Republic of Serbia and I told him all , he said me that it is correct that my human rights are violated , but  I must respect procedure and  like a first step I must go to Subotica`s Ombudsman for human rights – mr Zlatko Marasiuk  , and if he  do nothing then it would be necessary  that I  contact republic ombudsman, mr Jankovic”.

Currently, Slavica is going to present her information to the European Court – a process and system that she has been working with for a while now.  The court has asked Slavica to provide them with any new information when it happens.  This abuse of animal and human rights by the Subotica City authorities is very much an example of the corrupt systems which are happening in Serbia.

Slavica is now fighting for the lives of all the animals at EPAR shelter because the city authorities have corrupted the system to make her the ‘owner’ of street strays she has in her care.

Now we see what the European court will do from the evidence provided by Slavica.

One thing that could be said is that by these actions, Serbia is certainly not worthy of becoming a member state of the EU !

This way is the best, because in this way  tax for money transfer is  very low and it is not needed to pay tax to Serbian authorities who have done nothing for dogs, but ask high tax for donations.
